Updated Arlington Police Response to Video Posted Online

The Arlington Police Department is responding to allegations of employee misconduct as a result of a video posted on social media this week involving two juveniles. 

The Arlington Police Department initially began investigating potential officer misconduct after the mother of the juveniles filed an online complaint with Internal Affairs on July 11, 2017. While her initial complaint was detailed, it made no reference to officers offering to drop charges against her sons in exchange for the video. The preliminary investigation of this allegation, which is circulating in the media, has not produced facts in support of the assertion that the mother was promised or offered anything in exchange for the video; however, the department will fully investigate this claim.

Officers confiscated the mother’s cell phone on July 3 as evidence. Officers believed the phone contained recorded video of the events immediately preceding one of the individuals being placed in handcuffs. 

The department understands the importance of parental notification when taking custody of juveniles. No parental notification was captured on the video, and the department is investigating whether or not a notification was made at another time during the call.

“Anytime a department responds to concerns related to juveniles, the communication process can be challenged by the constraints imposed by privacy laws designed to protect the identities of juveniles and to promote confidentiality concerning criminal conduct that may be alleged to have been committed,” said Police Chief Will Johnson. “We understand that there are many stakeholders involved in this process and will work to preserve the privacy and protection of the family and due process rights for all involved.”

Today, Chief Johnson met with the mother and her attorney to answer and address their questions and concerns. During this meeting, Chief Johnson conveyed the organizational commitment of the department to fully investigate all concerns brought forward during this investigation and conveyed a commitment to communicate to the mother of the juveniles the details of the investigative findings once the investigation concluded. This matter remains under investigation by the APD Internal Affairs Unit.
